The Company Announced that Layoffs by upwards of 25% would be be eminent due to reduced Flight Schedules and Booking loads.
Today at the Toronto Base 46 layoffs were communicated by way of CJM and the Call Center. Toronto Airport was extremely fortunate not to have been affected. Many of our colleagues were contacted today to give 21 days notice. They will have the opportunity to complete a Lay Off Questionnaire with options. Bumping may take place at Toronto Airport according to the response on the Questionnaire. Based on Union Seniority this would be an extremely small number possibly coming to Toronto Airport.
Layoffs at YYZ Base have affected currently to July 03/2000.
The System has been hit hard with Layoffs across the Country and we are hopeful that this is in a Temporary Capacity.

Hello Everyone and Welcome To 2021.
The Journey has been extremely long and challenging. As 2021 is now here we remain hopeful for a fresh restart for our Airline Industry.
The Successful Negotiation of our Collective Agreement was a blessing just days before the decimation of our workforce.
We are faced with many obstacles with the implementation of Altea and encourage the ongoing support of the Training Department for our Members.
We continue to address alongside our Health and Safety Representatives the ongoing H&S regulations so that it may reduce the daily stresses of Covid 19. Although our lives have changed dramatically please know we are here for support of the Membership. Please be Kind to one another and always reach out for Help as WE are here for one other.
We look to the past year and think fondly of our Colleagues who have left us too Soon. They will forever have a place in our Hearts. Too many goodbyes were said in 2020.🙏
Numerous Retirements have and continue to take place. The laughs shared and memories created will never be forgotten. We wish our Retired Friends much Happiness in their newest chapter.
With COVID-19 being responsible for over 1.8 million deaths together we remain focused and persevere as we have in the past and treat our internal and external customers with class and care. We as the passengers first point of visual contact must reassure and make the Travel Experience as Safe and Comfortable as possible. While this may have obstacles we as Customer Experience Specialists are equipped and experienced to do the Best we can under the circumstances.
We remain optimistic that the Vaccine and Rapid Testing will bring Positive changes and reunite us all very soon. Remember to take pride in who you are and this Amazing Airline We Represent. You are all a Special Part of our AC Family and it has been an absolute pleasure to represent you all.
Our Winter Shift Bid/21 is on schedule and the Package will be communicated via Company email by Friday January 8/21. The Package will be available on the Union Website by January 9/21. This process is by phone only and it is Mandatory to submit your Bid Sheet as per the Deadline instructed in the Package. The Website will be updated during the Bid Process.

Some Updates to Communicate:
* Today is " end gender-based Violence day" In honour of this day Unifor Masks will be randomly distributed by our Vice Chairpersons while working on the floor.
*Recalls- To date we do not have confirmed information on upcoming Recalls for Toronto Airport. We are hopeful with many Retirements that this process will begin in the new year.
A number of you are requesting specifics where you fall on the recall list. This is virtually impossible to correspond as there are many moving parts to this list. Laid off employees have the ability to adjust their request for FT and PT at any time therefore consistently changing. With Transfers and Retirements this additionally adds to the dynamic. The Company is only contractually obligated to produce a Seniority List on or before March 01 of every year. You may contact the Union Office for any clarification.
* On December 4/20 Calin Ravinesceau announced Positive Space Passes for all Active, off duty and Furloughed Employees. This has been confirmed to include " laid off" employees as well. Great News. The details of the number of passes and priority will be communicated by December 12/20.
* Holiday Passes for December 25/20 and January 01/21. The Company has confirmed that these passes will be awarded to those working these days. Please remember that these passes are for the employee that" starts "any shift.
Please remember also to confirm when working these days to check the GHO Vacation List located in the Union Office. This will determine your Overtime Hours. A simple time change can alter your paycheck.
*For those employees inquiring about Phase In and change of status please know that should the Company declare PT/FT Recalls that the Transfer List is activated first.
Your request can be activated through the Reciprocal Process that takes place 01 Feb and 01 Aug OR through the Transfer List. Should you decline the Status change you will be inhibited from requesting again for 12 months.
* We have been in ongoing discussions with the Company in reference to a Shift Bid. We are hopeful that this process will take place no later than March/21. As soon as we have confirmed dates we will relay information immediately.

*SHIFT BID UPDATE/20- The Company cannot produce a stable enough flight schedule in order to facilitate a Winter Shift Bid before the end of the year. We will reconvene early in the new year to reassess the situation of a Shift Bid.
* 615-Please submit a 615 form to request a vacant line based on Seniority via the Bunker or yyzresource@aircanada.ca. These forms are available in the Bunker as well as the Union Office. Reminder that the new Collective Agreement dictates that there is no option to decline once the new line has been awarded to you. If you have been awarded a line and wish to request again you must "RESUBMIT" another 615 form.
* GHO/VPP- DEADLINE for requesting these options is October 30/20. Please see Areonet, HR then Vacation Purchase Program. Should you require assistance please see the Union Office or any Vice Chairperson.
*VACATION WAITLIST- To Date there is no available Vacation Weeks available. You can still submit your requests to the Bunker as there is still a window to open weeks through Retirements, resignations or transfers.

Hi Everyone 😁
I am extremely Overwhelmed with the Outpouring of Support from the D301 Membership in reference to my reelection as DISTRICT CHAIR at YYZARPT. The last 3 years have been a whirlwind of events both Fun Filled and Challenging. The Leadership and myself have been consistently working to protect and support the members and Today you Protected and Supported ME🙏. UNITY is a powerful tool which can attain success if participantion is actioned. The numbers reflective in this election were extremely high especially high taken that 70% of our members are currently out of the workplace. This is a clear indication that we are more engaged than ever before. I have created a " hands on " approach with both our colleagues and Management. My Team and I are present and visable. With the Acclaimation of the recent Vice Chairperson /Health and Safety election there is a new Leadership Team that I look forward to working with. Some brand new and some come with a wealth of experience and knowledge.
I'm hopefull that we are beginning to reinvent the Faith in our Union. I am thanking each and everyone of you for your ongoing support.

Hi Everyone 😁I wanted to Update you on some current topics:
615- With the high percentage of members currently on Relief I encourage everyone to submit a 615. A 615 request is actioned by Seniority when an operational bid line is vacated due to several reasons. The most common is Retirement or Transfer to another Base or location. Forms are available in both the Bunker or Union Office. We are happy to assist you. If you have been awarded a 615 line and you want to request yet another vacant line the Resource Dept will keep your original request on file. With the implementation of the next bid the process will be to resubmit another request as per the New Collective Agreement 615 language.
RELIEF Schedules Oct/20-It came to our attention that there was numerous errors with the assignment of the October Relief schedules from the Company. They identified that there was a computer anomaly that had taken place. I was in constant communication during the process to make sure that the Collective Agreement was adhered to. There was many changes to the schedules over several days to confirm that the Seniority and Preference Forms were respected. I understand that many of you were affected by this unfortunate circumstance and I am confident that November and onward will be a smoother process.
SHIFT BID Winter- To date we still do not have a confirmed Winter Shift Bid Date however there is Tentative Talk of a Shift Bid by end of Nov/20. I will continue to update you.
TRIAL- We now have a confirmed date for the implementation of wristbands by Catsa to alleviate the constant Temperature taking for those assigned in and out of Security. Your Temperature will be taken once per day. Effective: September 30/2020.
LUNCHROOMS- It was oberserved by employees and Management that the Lunch rooms were becoming overcrowded and Social Distancing was not being adhered to. It is imperative that we Social Distance at all possible times and use PPE. Removal of some of the chairs due to Health and Safety Guidelines has taken place. I am encouraging at all possible times to use the 4 lunch rooms provided in the Gate Area as well and the 2nd Floor Lunchroom and Cafeteria. I know this not an ideal solution however we are not in an ideal situation. I am open and receptive to suggestions. Our Health and Safety must a Priority.
PPE- Please wear Masks at all times while on duty and Social Distance. This includes the Public and also Restricted areas including Punch clock areas, Lunchrooms and Locker Rooms.

I would like to provide some current updates:
**The Company has made the Financial Descion to terminate CEWS effective August 29/2020. This translates to anyone currently receiving CEWS will then be laid off effective August 30/2020. An email will be sent to you with reference for extending Benefits. Your recall rights are in place and are hopefull to have you back to your workplace soon.
** The 40 and 20 Hour timebank Agreement Art 7.08.04 will take effect on Sept 16 /2000 paycheck.
This is based on your status on Sept 01/2020. If you do not have a timebank or has full hours then the hours will reflect on your paycheck.
**Shift Bid Fall/20- The Intial Tentative Date for our bid was Sept 19/2020. Due to the unpredictable Forecast of the Flight Schedule the Company is unable to facilitate a Shift Bid to meet these dates. I am in ongoing communication with the Resource Department and assure you that as soon as I have updated information I will post the information immediately. The Company must partake in a shift bid process by the end of 2020.
** The ongoing issue of the Plexy Glass is now moving at a much faster pace due to collaboration with the Toronto Airport Workers Council, the Company and the GTAA. The single podium boarding positions , customer service desks, ITPC and remaining USA gates will be completed by September 4/2020 as per the GTAA.
Please be sure to always conduct the 3 point Identification check at boarding behind the Glass with PPE. If no availability of plexy glass then social distance to the best of your ability while asking Passengers to remove mask for identification Purposes.
* *Equalization and Retroactive Shift Premiums are reflective on Sept 2/2020 paycheck. Please note if you were out of the workplace throughout the current year including Cews this may affect your Equalization calculation. If you have questions please send to yyzresource@aircanada.ca

*Effective 23 Aug and 30 Aug/20 the Company has declared 15 FT vacancies at YYZARPT. This will subsequently action PT to FT transfer requests also Call Center to FT YYZARPT. Some of our colleagues will be rejoining us that were previously relocated to the Call Center. This is based on Seniority. WELCOME BACK😁
*Health and Safety is a Top Priority. A number of members have been advised of positive COVID-19 passengers on flights they were assigned to. Please be aware of symptoms and test immediately if required. It is extremely mandatory that all cautionary measures are taken to protect our selves. * We have been diligent in our request for Plexy glass at all working positions throughout our Terminal. The GTAA seems to be extremely lacking in our request. We have escalated and hopeful that these safety measures will be installed soon.
* Delhi Returns- The Delhi flight has returned effective 15 Aug/20. This route is temporary currently and dependent on Government Approval.
* Reciprocal Deadline is 31 Aug/20-request for change of Status, Base, location.
* To date I have no Confirmed Information on Fall Shift Bid. I will update as soon as I receive.

The following are some " Points of Interest "
*GHO/VPP to date has NOT been loaded in our HR for request. We have brought this to the Companys Attention and they have advised us it will be implemented in the upcoming weeks. Will Advise You. We will address an extention of the deadline of September 15/2020 if required.
*The Radified 4% Shift Premium from 2300-0500 to date has not been paid due to an IT issue. This will be recified by 15 August/2020 and Paid retroactively from 08 March/2020.
*The Carts that operate in the Domestic and International Area have been intermittently available for our passengers due to COViD Staff Reductions. We have been advised effective Monday July 13/2020 they will be up and running on a consistent basis. The USA Area will Not have Cart Service to date.
*Great News- The Recall Process has begun and 12 of our members have been called back to work at the YYZ Call Center effective July 27/2020.

The GTAA has contacted All Airport Employee Groups with reference to the Mandatory Compliance of wearing a Mask /Sheild covering your nose and mouth at all times while in the Terminal. I know these are challenging times and extreme weather conditions however we must comply to protect ourselves during COVID 19. This is for everyones Health and Safety. The GTAA has communicated that our group has been compliant with this mandate. They have also stated to remind everyone that if this request is not met that fines and removal of our RAIC is eminent.

IMPORTANT INFORMATION FOR CHANGES TO THE 615 PROCESS:
All employees need to be aware of the New Language Ratified on February 28/2020. The new language speaks to employees requesting a 615- Vacancy of a Bid Line , that if a requested line becomes available you will be " AUTOMATICALLY " awarded the requested line if available by Seniority. Previously employees would request numerous line numbers and they would be contacted by the Company and offered the Vancancy with the option to " decline. " Please beware going forward into our Summer Shift Bid that if you chose to request a 615 form that you will have no option to decline. This will definitely speed up the process. * COVID 19 has impacted not only us but the entire world. The Virus has now over 350,000 deaths worldwide and thousands are critically ill affecting families including our own. We send condolences and prayers their way.
*LAY OFF- Members that are officially Laid Off Effective 07 June/20 are required to return your RAIC, Punch Card, Parking Card and vacate your assigned Locker by 07 June/20. If your are unable to do so please contact yyzresource@aircanada.ca.You will be receiving Health Benefit Information on the extention of Healthcare via Company Email. You will have access to Company email as well as your Travel Benefits for 365 days effective 07 June/20. This does not include OAL Travel.
* VACATION Owed from Time Off- The Company informed Members that missed Vacation that we would ReBid in Seniority Order upon Return To Work. At the time of initial application for CEWS/CERB we were not aware of the amount of employees returning to the workplace. Now that this has been established there is no available vacation weeks throughout the year based on our numbers. Missed Vacation Weeks were assigned in conjunction with Return to Work effective 07 June/20. There is an option to cancel vacation days up to an including 1 week. Please send request to yyzresource@aircanada.ca
* POST- June 2/20 Post from the Bargainning Commitee did make an error with amount of time for employees to be called back to work while on a LOA. The timeline is 14 days not 72 hours. Apologies for oversight.
*CEWS-As previously mentioned from the Bargainning Commitee Bulletin some Airport Locations will carry a surplus of members in a temporary capacity on the CEWS Program. This will not affect "active" employees as of 07 June/20. Those affected will be notified via Company email. To date we do not have a specific amount as the Company has not disclosed the details however we do know that YYZARPT will carry a surplus to assist the operation as it increases. These members will be advised via Company email. We anticipate this will be communicated shortly. The Union did approach the Company to request a process of Volunteers based on Seniority.This request was rejected by the Company. This is not in Violation of the Collective Agreement.
* EAP- We understand that times are extremely challenging with isolation and Family Situations. Please know that The Employee Assistance Program is available to you 24/7 1 844 880 9142.
* UNITED -The airline industry is at an unprecedented operational low and we as workers on the front line are here to rebuild our workplace. The goal is to increase passenger volume to ultimately bring our workforce back to its original profits and reinstating employment to our colleagues. This may involve the Company requiring our skills in various areas within our Job Scope. We will continue to monitor and communicate with Management to ensure that fair distribution of work is adhered to. We will continue to provide our customers with Care and Excellent Customer Service while adhering to all Health and Safety Guidelines.
*RETURN TO WORK-As many of you will return to work on Sunday June 7/20 there will be support for our new Computer System Altea. Support is available on the floor as well as helplines to assist you should you require.
*PARKING - For those returning to work your parking card is now programmed for the parking facility across from the Terminal. Please enter "Daily" parking and enter the Terminal either through Level 2 ( walking sidewalks) or Ground Level Door R ( Robert Q).
* PPE-Personel Protective Equipment-Masks/Gloves are provided at the Radio Room and Face Sheilds are available at the Manager of Operations Office located behind Aisle 1. Masks are mandatory while in the Terminal. You may choose to provide your own Mask as an option. Washing hands regularly and using hand sanitizer is recommended.
*SHIFT BID-There will be a S20 Shift Bid taking place within the upcoming weeks. We are not aware of specific dates however we will continue to keep you posted.
AC FAMILY-Our Unionized members will be relocated , laid off, and will take part in LOAs effective 07 June/20. This is all in a Temporary capacity. We advise members relocated to the YTO Call Center interested to return to YYZARPT to request a Transfer via HR CNX- E Transfer. This will be open to request next week. We wish our recent Retired members the best for the next chapter in life and know you have taught us well. We will make you Proud.

*Today the Company announced a Voluntary Leave Of Absence with a deadline of May 26/20 at 2000. We encourage anyone that qualifies to request the VLOA. There is a Q&A attached to this offer.
* The Schedules are currently being loaded into the ESS Tool as the Company needs to prepare accordingly for members returning back to work effective 07 June/20. They will also implement Vacation time that has been previously bid in Nov 19. Those members that missed scheduled Vacation Time will receive an email with available vacation weeks by Seniority upon returning to work.
* There are currently Mitigation Plans in effect not only for our group but several others. Please know there are several Contractual Collective Agreements that are affected by the COVID-19 Virus. We as Unifor are ensuring that OUR Collective Agreement is being adhered to by the Company.
* We are awaiting the deadlines of the current Mitigation Plans as to what the next steps will be moving forward.
* We again ask for your ongoing support and patience. As previously communicated based on information at the time between the Company and Bargainning Commitee referencing a percentage of employees being placed on CEWS for June July and August/20 the Union has just been advised the Company is now revisiting this process. Due to COVID-19 and the nature of our business this continues to be a very fluid situation. The Company and Bargainning Commitee are in constant communication regarding this information. The world pandemic of COVID 19 is real and has hit our Industry by storm.
As we all know this is an extremely unnerving and erroneous time for all of us here at YYZARPT as CSSAs. Moving forward the Company will temporarily have to reduce our group based on inverse Union Seniority order. I have compiled some keep points in reference to our current status to date.
*The CEWS program has been approved until Aug 29/20 by the Government. AC does not intend to extend the program to inactive employees beyond June 6/20. The sole focus is preserving cash and they are not prepared to do anything that will put that into jeopardy and will not put any extra money into paying benefits, pensions etc.
*When an employee is on payroll -Health Benefits and Pension Contributions are part of Company Policies. Suggestion to remove Benefits and Pension Contributions, the Company does not have options for this nor are they interested. They are in "Survival Mode."
*AC approached the BC for mitigation ideas as per CA. The BC sent a list of ideas, none of which were workable for AC .
2 types of non monetary "VSP'" which have now been communicated via Company email.
A) members who are eligible to retire get incentive 1 pos J pass for them & friend to travel by 31Dec 2021.
B) If you are ineligible, you get 2 x C3's per completed year of service to a max of 20 and have access to Basic Benefits for a period of 3 months.
Please see email for details. Deadline 25 May/20 @ 0800.
*They are creating an online tool for this.
*The most impacted are the airports in reference to layoffs- 3751 active employee impacted.
*At all airports, they anticipate:
*June - only need 20% = 750 will be actively working, they are prepared to carry 350 people on the CEWS program for a total of 1120 employees.
*These numbers are all System wide.
* Breakdown of each location will come in the next few days.
*This is dramatic for Airport employees and AC is not prepared to extend CEWS for the remaining 2631 employees people
*Call Centers - 1154 active
*June Airport 750 active/350 Cews
July 900 active / 220 Cews
August 1025 /95 Cews
Once again System Wide numbers.
**Those going/forced on CEWS, will not be Voluntary.
*These employees will be the Senior after relocated employees to Call Centers. They had opportunity to volunteer to Call Center. The Union has addressed the Company to have this group based on Seniority rather than Involuntary. The Company will not agree to our request. This is not in violation of our Collective Agreement.
*Those eligible for CEWS ( by seniority) will be those expected to be integrated back to work by end of Aug/20.
*For those remaining on CEWS, they cannot bump as they will be coming back based on Seniority by end of Aug/20.
*AC is currently flying at 5% capacity hoping to get up to 25%
*AC is losing $22 million a day
*No super seniority for Bilingual employees
*PT cap enforced
* Company received 10 Volunteers for the YTO Call Center therefore 120 employees will be relocated with 14 days notice as per the Collective Agreement.
*Regarding Bumping to Call Center: Bargainning Commitee states they are going by Article 12 not Article 10 so the 24 month residency applies. They are still attempting to address with the Company due to the nature of the circumstances.
* Agents should prepare for 24 months residency in Call Center if unsuccessful.
*What happens to those currently on CERB if based on their seniority they know they will be back by August. Will be Integrated to CEWS.
*Lay off notices have been given with 21 Days notice.
* Employees that have received Lay Off notices should be prepared to NOT TO ATTEND the workplace effective 07 June/20. You are on " laid off status ." A recall and Bumping questionnaire was attached due 08 April/20. You are eligible for CERB or EI Benefits.
* Employees that have not received a Lay off notice are expected to return to work effective 07 June/20. Please follow W19 Shift Schedule.
* Recall as per our Collective Agreement is 5 years for employees with Service 5 years or less. Employees with 6 years or more have recall rights for the amount of years of Seniority.
*We currently have PT employees that are in position to Bump FT by Seniority. They will be notified via email.
*Benefits in place until end of June/20 for those laid off 07 June/20.
*Travel for laid off employees for 365 days.
*Pension is still in good health for now, once they have to put in a payment, then it may be possible that we go into concession bargaining. We are remaining hopeful that this does not take place.
* Our computer system is now fully integrated into CM.
* We are currently working with the Company with reference to work assignments and areas during this challenging time.
* No information on Summer Shift Bid To Date.
***Remembering we do not want Company in a Bankruptcy State. We too need to keep the Company viable to have employment to return to.

The Company has sent emails for Volunteers for YYZ Call Center and will be exercising Art 10.10 with Reduction of Staff at a location being YYZARPT.
The Government announced today that the CEWS Program will be offered to Companies until September/20. We will await Air Canadas descion on if they will participate. We are encouraging our employer that this would be beneficial to our employees.

With the recent Voluntary Offer of CEWS/CERB the workplace has now been significantly reduced. The Union worked closely with the Company and were successful in accepting all offers thus no Involuntary Lay Offs at YYZARPT.
Those members that chose to remain in the workplace will maintain their Winter Schedule as it has been decided that No Spring Shift Bid will take place with the exception of the Concierge Group. The Concierge Group will be Bidding shortly and have been advised. The Summer Shift Bid will take place in June/20 with details to follow.
I understand that this has been an extremely challenging time for everyone and I want to express to you that our group has shown perseverance and pride in maintaining the Air Canada Brand. The Company has communicated that they are planning to implement a Spring Bid near the end of April/20. Subsequently the actual bidding process would take place in the next few weeks. The Bid will be based on the numbers after Voluntary and Involuntary Lay offs.
Any 60 or 90 Voluntary Lay Off employees would NOT beable to participate.
Those opting for 30 days Voluntary Lay off WOULD be able to take part.
The Company's Plan is to also have a Summer Bid taking place approximately in July/20. All employees in the workplace and on Voluntary Lay Off will be included.
The 60 day request upon return to work would be indicative of a Relief schedule based on preference sheets by Seniority and Qualifications. This would be for the timeline from June 01- implementation of Summer Bid in July/20
There will be a significant amount of RELIEF bid lines due to the uncertainty of the impact of COVID-19. The flight schedule is unpredictable therefore therefore our schedules will reflect. I'm hopefull that these circumstances will be only temporary and that the World including the Travel Industry will rebound.

My apologies for late update -
As many of you are aware the Company communicated via Areonet a" Voluntary Lay Off" offer on March 24/20 prematurely . Today they rescinded the offer to adjust the Terms and Conditions.
The Bargainning Commitee and the Company have reevaluated the Agreement and the new offer for a " Voluntary Lay Off " to Mitigate Lay offs will be available on 26 March/20. We have requested this offer via Company email. Please review in detail and apply as per the Instructions included. We are doing all possible to keep as many employees working until the Company is able to reinstate flights as per the current circumstances directly related to COVID-19.
We wholeheartedly understand this is a turbulent time for employees and we understand your uncertainty. There are Union Officers working on the floor for questions as well as our Local Union Office. We ask for your patience as we are doing all possible to answer all inquires in a timely manner.

It is with the heaviest of hearts we announce the passing of our friend and CSSA Colleague Sue Wiessler on March 21, 2020.
Sue began her career in reservations in 1981 with "La CP Air". She was a great friend to many of us. She was kind, trustworthy, and was always interested in trying something new.
She never ran out of stories, and always had the perfect one-liner for you. She loved decorating and kept asking what colour she should paint her cottage. She was very near retirement and looked forward to her two beautiful daughters and two amazing grandchildren. She wanted to spend her summers at her cottage in Innisfil. We are all very sad to say good bye to such a wonderful lady that will be truly missed by so many of us.
A funeral cannot be held safely at this time. A celebration of life will be held when it is safe to do so. If you would like to be notified when the celebration of life is planned send your contact information to:

We are currently in an Unprecedented Time and I will Navigate the YYZARPT Customer Service Employees to the best of my abilities.
The COVID-19 Virus has blind sighted Everyone and Health and Safety should be Everyones first and foremost Concern. Information is changing fluidly and to this hour these are options for employees to be away from the workplace.
*Reduced Overtime- RO(authourized unpaid time off) - Request through ESS by 10am the day before.
*If you feel the need to self quarantine due to Traveling Abroad and Exposure you may contact the Attendance Line and request time off . ( unpaid)
* If you are not feeling well and choose not to attend work you may exercise your right to use your Sickbank(paid 24 hours Part Time and 48 Full Time per calender year)
* If you have been " Mandated" by a Licensed Medical Professional to self quarantine you may contact the Attendance Line and advise of your circumstances. The Company will pay you up to 14 days upon receipt of Medical Documentation.
* Family Responsibility Days-3 paid and 2 unpaid days per calender year for Childcare due to closures of Schools and Daycares- also to care for an immediate relative who requires your assistance for care -email yuler@aircanada.ca and CC jody@yyzdistrict301.com
* Your Timebank can be used to offset time off.

The Union is doing all possible to Mitigate any Unionized Employee from being " Laid Off". The current status is that the Company is sustaining itself with the amount of employees requesting RO and self quarantining.
The Union and Company will Collectively formulate terms and conditions for potential Leaves Of Absences should this become necessary.
Training is still scheduled and is keeping approximately 80 jobs a day employed.
Under these circumstances there will be situations we will not beable to offset like Reassignments. The Valet Service, Signature Suites, Maple Leaf Lounges and YYZ Cafe have now all officially been Closed. I would ask for your continued patience and support during this time. We are attempting to keep as many employees employed as possible.
Please take all Precautions necessary. If travelling from specific Countries please be responsible and self quarantine to ensure you have no symptoms before coming into work. Recommendations from Health Canada of hand washing, sanitizing and now social distancing.

Uniforms- The Company is taking a hard stand on Uniform Compliance- Please make sure that all Uniform Components are Compliant. Scarves, Ties,Hosery Colour and Company Issued Pieces are at the top of the list. Please Contact lisa.divona@aircanada.ca for any issues related to Uniforms.
Security Breaches- Please ensure all flights are secure.
The " right and need" to be in Security Areas is mandatory otherwise RAIC will be confiscated.
Wheelchairs- Please ensure that all WCHRS are transported from point A to point B with friendly Customer Service. There is NO option to ask a passenger if they are ok to walk. If they have requested the service then this is the service we will provide.
Code Of Conduct- Please always remember that the COC is a document we have all agreed to and this is a workplace of business and professional behaviour .Review in Areonet if required.
#BEKIND- We currently have a large amount of new employees to Welcome. Please be courteous and helpful as we were all there at one time.
Shift Trade Etiquette-Shift Trades are our livelihood as Shift Workers. Please be respectful with fellow collegues. Shift Trades can potentially be revoked if abused.
Punching In/Out- There are No Options to Punch in/out and go to park your car or pick up your car. This is considered " theft of Company Time" and is immediate Termination.
Health and Welfare Benefit- Unifor Employees currently have a $100.00 Part Time and $200.00 Full Time Benefit for any monies paid for Health Services outside of our Collective Agreement. Expiry 31 July/2020. ALL employees are eligible . Please pick up application in the local Union Office.

The Union has recently been advised that the Company is now using Art 11.09.01 in reference to eligibility for the Legislated Family Responsibility Days. That means that when unable to attend work for Family Reasons related to Spouses /Dependant Children and Parents this is covered under Art 11 and not FR. Eligibility for FR is inclusive of other Family Members.
FR also includes a home crisis IE- Basement Flood, Power Outage, Furnace Failure in Extreme Temperatures. Also included would PA days if no childcare is available as well as Education Related Responsibilities such Parent /Teacher Meetings , Meetings with an Educational Specialist.
The Union has filed a Policy Greviance as the Process was not followed as per our Collective Agreement.
Please remember the Company reserves the right to request Documentation to confirm absence upon return to work.

This is a reminder of the Conditions when entering a Secure Area at Airports . The RIGHT and NEED to enter a Secure Area is dictated by the Company, not the employees. If you have not been assigned a secure area there is no NEED to be there.
When entering a security area there is to be no contact with friends and family when they are traveling. If approached please explain that you are in a secure area and must have no contact. This will potentially compromise your RAIC which is deemed mandatory for Employees as CSSAs at Airports. Please be mindful that the Airports are being monitored by Camera Surveillance 24/7. The GTAA and USA Immigration have asked that I send out a reminder as many employees in our Department have had their RAICS ceased until further notice due to the above stated. Also be conscious of LOCK and WALK and the closing of doors behind you.

The changes made dictate 1 agent at the aircraft for Boarding. We have strongly voiced our concerns regarding this process for minimum staff.We are requesting agents exercise their right to refuse if you feel unsafe alone. Please notify Deployment and contact Health & Safety(2992)to file an incident report. We cannot stress the importance of working 'Safe' while performing this function as all eyes must be on the Task at hand.
Radio Room Updates:
Please note that Air Canada has distributed an email with status on Radio Room (radios/pda).July11/18
We encourage all members to read as these tools are often given to perform your duties.
Additionally we request that if you are questioned about your work area by the Radio Room Staff that you are cooperative. The base radios at each aisle are in working order and therefore no need for checkin agents to request radios.
Hopefull there will be a smoother transition to receiving equipment as the Company has communicated more assets coming shortly.

What’s the difference between a T and C on the language profile?
Here is the language primer that you have all been waiting for. Route languages were introduced in the Collective Agreement in 1996 (LOU6) and the first hires were in 1997. Language qualifications other than French are only applicable at four bases, YYZ(excluding CJM), YUL, YYC and YVR No other base has the ability to force members into language lines or designate language specific lines. In order to easily identify who is forcible and has a commitment of hire, the company embarked upon an identification protocol.
S- means that a person self-declared a language ability. It does not mean they can bid a line.
T- means that a person has been tested for a language, The number attached to the letter is the important factor.
C- means that there is a valid Commitment of Hire letter on file.
2- means that a person has some ability in a language but not enough to bid a language line
3- means a person is tested every two years and is eligible to bid a language line..
4- means that a person’s ability to speak a language is considered mother tongue and there is no further testing.
Recently there has been some confusion as to what the difference between T and C is. A person who has the ability to speak a language but who does not have a commitment is identified as a T. This means that if they are a 3 or 4 they can bid a language line and are subject to all the rules and restrictions attached to it. A person who is hired outside of YYZ (excluding CJM), YUL, YYC and YVR at any other base/location in the country can never be hired as a language qualified commitment. If that person transfers to one of the four “language bases” they do not automatically then become a commitment of hire yet because they have the language ability they may bid on language lines.
There are also members who achieved proficiency in a language and tested. In doing so, however, they do not automatically become a Commitment of Hire. The only circumstance where you can have a Commitment of Hire is on your first hiring into the Bargaining unit. As usual, if you need further clarification drop by and see us in the union office.

Air Canada Bargaining Committee News: Issue #3
Employee Travel
The Union identified when travelling on a JSA pass that economy seat selection is not available, even if the flight has more than 10% of the seats open. The JSA pass holder will only get a seat assignment at the gate after cut-off, should there be no J seats available. An employee travelling on a C2/Y10 pass will likely be able to select better seating 24 hours prior when they check-in. The Company indicated that it required a programming change and are still investigating the cost.
The issue of contingent's double listing was also raised. Members will now see on the Employee Travel website that there is a notice advising people not to double list and the potential consequences of doing so.
CRC (Cycle Rotation Committee) PBS (Preferential Bid System) and Airport Scheduling
In 2016, the Union appointed a PBS Committee to explore and identify the pros and cons related to moving to a PBS at airports. Instead of bidding over many days, PBS would have automated the process. The Committee worked with the Company and went over the entire Collective Agreement in depth. After a thorough review, the Committee identified multiple issues and scenarios that would require changes to the Collective Agreement. The Committee felt that since most of the changes would be detrimental – and not benefit the membership – there was no incentive to move forward with PBS.
On April 12, District Chairpersons from the airports were brought together at a special meeting to discuss the current challenges with scheduling. Several concerns were identified at the meeting and an action plan was created. One item brought forward was the training of the cycling and rotation committees (CRC’s) as well as more comprehensive schedule training for members who identify an interest in scheduling. With additional retirements in the near future, we must ensure that the current individuals who have an extensive knowledge-base of scheduling, stacking and un-stacking, building schedules from infancy and ultimately the rotational plots, that this knowledge is passed on to the remaining members.
The Company has agreed to meet with the Union and discuss the various scheduling related concerns that have been raised.
MOU4/MOU8 – Duty to accommodate/ Innocent absenteeism Program (IAP) letters
There have been many accommodation requests and it appears that there is some confusion about the obligation of the person requesting an accommodation. Similarly, there are members whose predictability of coming to work may be impacted by a chronic medical condition. An accommodation could be as simple as no pushing wheelchairs up ramps or it can be more complex. Likewise, a chronic illness may lead to absences of one or two days at a time which eventually add up to more than the Company’s attendance threshold.
One issue that has come to light is that some members do not understand their obligation to substantiate either circumstance. A disabled member is entitled to an accommodation of their disability, but it is not just the employer who has to accommodate the member. The member must take reasonable steps to accommodate the disability. This means when a member who wishes to stay employed must return to work when they are able to work with or without an accommodation, and an opportunity is provided. Naturally, individuals worry about confidentiality. All medical information is confidential and is sent to OHS (Occupational Health Services).
The group of individuals at OHS (although employed by Air Canada) are bound by the same rules regarding confidentiality as any other medical professionals. Unless there is a release signed for others to have access to their medical records, they will not divulge any information to Air Canada management. They will only release what workplace restrictions are substantiated. Sometimes our members do not believe that they must comply. The matter has been repeatedly arbitrated and the consensus among arbitrators is that there is an obligation to comply fully and cooperate with the accommodation process. If OHS advises that a medical condition or accommodation is not substantiated then the Union will verify. If we believe all necessary information has been provided, then we will follow the normal grievance process to resolve the dispute. Cooperating with the process includes accepting an accommodation that is consistent with what a member’s seniority enables them to hold unless there is no position left that they can work within their restrictions. There is an obligation to balance the seniority rights of the member requiring accommodation with that of the overall workforce in the location.
ESS/Streamline
On June 26th, a meeting took place with the ESS/Streamline group to discuss a few issues including adding identifying icons for those members on GHO/STAT shifts, response times for email queries, route language assignments, shift trade pool and various other shift trade and display issues (ie. the little umbrella icon used to identify those on vacation).
We are waiting for a response to what changes can take place and how quickly they can be implemented and will keep you updated.
Negative Passenger Interactions
At the December 2016 UMHQ, the Union raised the issue that there is a lack of protocol on how agents are to deal with aggressive/disruptive passengers. This is increasingly becoming a concern with a rise in the frequency and severity of the situations. The Company presented a comprehensive plan which is still in the development stage. The presentation was encouraging and the foundation for the process/SOP will be a benefit to our members, particularly with the rise in the number of incidents.
Pension Statements
Air Canada has mailed out pension statements to members. This is an obligation under the Pension Benefits Standards Act. It is important to review the information provided and report any errors in age or accumulated service to avoid future problems.

This is in response to erroneous information which has been circulating on various social media outlets, Lidia Kafieh, Unifor Health and Safety:

To the members at YYZ:
A very serious comment was posted on a social media chain and when it was brought to my attention I felt obligated to reply to it, as it has tones that health and safety should be investigating the insinuations. In general, the claims seem to be that there has not been any precautions taken in regards to employee safety around any asbestos that existed in the old T1 and T2, and possibly that any actions regarding asbestos were at best secretive. First, most airports that were built in the past in Canada would have used, to some degree, asbestos in a variety of ways. It had fire resistance properties and therefore was utilized in construction. There was asbestos cement, asbestos millboard and paper for electrical panels, asbestos insulation for electric wiring, Spray-on fire retardant coating for steel girders in buildings, asbestos roofing and flooring compounds, and thermal insulation for offices. At no time was any employer that we were involved with keeping it secretive that there was asbestos in the old T1 and T2, and the government department HRSDC was aware and to various degrees involved with any aspect of its handling and removal. In fact, during the merge of the two airlines in the early 2000’s both Locals 1990 and 2213 each had 2 full time H&S committee members released from their duties to perform a monitoring of whatever construction aspects they wished to monitor to ensure that they felt the employer, the airport authority and HRSDC were being open and in honest, ensuring to the best of their ability that all employees were being kept safe from any exposure to asbestos. I compliment these 4 women for the thorough hard work that they all put into the task that they volunteered for, which was to attempt to keep all employees safe.
The posted comments stated that at the NAOSH week event an LSA was talking to the Occupational Health and Safety Rep for Ontario. That everyone that worked at T1 and T2 should submit a WSIB form for exposure to Asbestos. They stated that this information was taken from the ramp chat page and then stated just when AC kept telling us there was NO Asbestos.
When I was told about these postings, I felt it necessary to explain more about this issue to attempt to keep you informed on what took place back when asbestos was present in the old terminals and what the employer did in regards to it. I am not going to put out a comprehensive report because if any members are truly concerned they need to first of all address their concern to their direct manager and ask them for statements that can alleviate any heightened concerns that this posting had made.
As mentioned above, our 4 health and safety reps were, in my opinion, keeping a close watch, to the best of their abilities, on what construction and renovation that could have disturbed the encapsulated asbestos. Encapsulated asbestos is “an airtight enclosure of asbestos fibres with sealant or film that prevent fibres from becoming airborne and creating a potential health hazard.” Simply put, if a construction person or tradesperson was to have to drill through or work near and disturb asbestos-containing material, our H&S reps were supposed to be made aware to allow them to monitor what was taking place. While no system is foolproof, the commitment was made by the airport authority and the employer to warn our reps of activity.
I sought out the alleged “Occupational Health and Safety Rep for Ontario” who turned out to be the Workers Health and Safety Centre rep for Brampton, who had a booth at NAOSH, and I spoke to him to ask him about what he had actually said to the LSA and anyone else who spoke to him about asbestos in the old buildings. He clearly stated that he never said that all employees who worked in the old T1 or T2 should fill out an exposure form, but that he did say that it was an option available to anyone who wished to. Remember that in the past asbestos was contained in many products that citizens in Canada could have been exposed to, such as the brake linings of cars, some flooring squares that were used back in the 1960’s, popcorn poppers, slow cookers, toasters, dishwashers, pot holders, high temperature gaskets for stoves etc. Manufactured by W.R. Grace & Company, Zonolite attic insulation is possibly the most recognized asbestos product never banned by the CPSC. The vermiculite deposit in Libby contained tremolite asbestos, one of the more toxic forms of the mineral. This material is in many houses in Canada. The list is not meant to scare you; simply to inform you that asbestos was used in many things. The current Liberal government has announced a total ban on asbestos and asbestos-containing products by 2018. Therefore, while if one was exposed to asbestos at work and one developed an asbestos-related illness, one would be able to trace back their possible exposure to the fact that they worked in an asbestos-containing building while construction and renovation were taking place. This would happen if one filled out a voluntary form or not. The suggestion by anyone to fill out a form is not considered irresponsible, it is a fact that anyone can fill out a form if they worked in a building that contained asbestos. But also consider that not filling out one will not exclude you from ever attempting a WSIB claim if you do develop an asbestos-related illness.
The purpose of my posting is to neither encourage nor discourage you from filling out any WSIB form but one of providing you a little bit more background to the very important issue of asbestos exposure. I hope that I have accomplished my goal.

Many of you have come to the Union office with concerns about new agents with yellow RAICs meeting flights alone, or having an arrival 10 minutes prior to the CCT agents arriving.This is concerning from a safety and security perspective and causes difficulty for the new agents, too, as they are unfamiliar with surroundings and don't have door codes, etc.
I attended a Town Hall in the briefing room this week, where the Resource department introduced themselves and responded to questions about the work they do. I had sent an email to all levels of the company regarding this issue, and I brought it up to Jodi Bessey. She assured us that the seasonal employees and other agents with yellow RAICs were meant to supplement the regular agents, and are not planned to be in the gates areas alone. She assured us that Resource plans an arrivals agent (with purple RAIC) and then seasonal employees to help with pushing wheelchairs.
I then received a reply from Patricia Iglesias, Manager, Operations Deployment, which explains the process from a Deployment Perspective. She says that seasonal employees have been assigned to assist with wheelchairs: "spat", baggage hall or outbound wheelchair handling. They assign them to meet a flight if they are the second meet agent. Agents with yellow RAICs are predominantly assigned to stay in international and domestic. They are not assigned corridors, nor are they assigned to meet or assist with wheelchairs in Zones 1 and 4. Many are lift-trained and being trained this week, so they will be assigned to assist with WCHC.
Seasonal employees are identified on Streamline in flashing yellow for deployment, so should be hard to miss.
I am aware that many of you have experienced scenarios different to the ones described here. This is from the top: both Advance Planning and Deployment have confirmed that this is how it should be. We are now armed with information to challenge deployment if safety and security are compromised. Yellow RAICs should be helping with wheelchairs and outside security, and should not be expected to be gateside alone. I have asked Patricia to ensure that the coordinators are aware and onside. This is an important safety and security issue, and we must be vigilant.

Good news....
After months of negotiations with the company and in consultation with Health and Safety Co Chair Lidia Kafieh who submitted a comprehensive business plan, we are happy to report that Air Canada has agreed to cover our Health and Safety Office at 40 Full Time hours for our growing membership. Lidia will be available for you Tuesday through Friday from 1000 - 2000.
Our Employee role as the Health and Safety representatives is independent from management to ensure that the health of employees are protected and to check that management are following Regulations in providing a safe work environment. This is best achieved by a partnership in which the interest of the employer and employee are mutual and contribute towards continued success in lower accident rate. All of this helps make a more positive climate, create a greater awareness and better control of workplace risks.

A system error has been identified with our time & attendance reporting system that affects approximately 300 Part-Time Unifor employees. Our technical team has reprocessed the pay tonight so that they can all receive an off-cycle cheque on Wednesday.

paid their basic salary (only overtime/undertime hours might not have been picked up by the system).

At the close of voting on Sunday, March 15, 2020, the Air Canada CSSA members voted 71 per cent in favour of the new agreement. The new agreement is in effect until February 28, 2026.
The agreement eliminates the two-tier pay scale, includes a legacy bonus, annual pay increases, and additional hours in time banks for Air Canada members.
"We are pleased to conclude this negotiation with an agreement that provides economic gains and sets a new industry standard for our Air Canada CSSA members. The Bargaining Committee and our members fought hard and never surrendered on their principals in demanding an agreement that reflects their contributions to the Company", said Euila Leonard, President of Unifor Local 2002. "I would also like to thank Jerry Dias, Unifor National President, and Scott Doherty, Executive Assistant to the National President of Unifor, for their leadership and commitment in reaching an agreement."

* VACATION Owed from Time Off- The Company informed Members that missed Vacation that we would ReBid in Seniority Order upon Return To Work. At the time of initial application for CEWS/CERB we were not aware of the amount of employees returning to the workplace. Now that this has been established there is no available vacation weeks throughout the year based on our numbers. Missed Vacation Weeks were assigned in conjunction with Return to Work effective 07 June/20. There is an option to cancel vacation days up to an including 1 week. * POST- June 2/20 Post from the Bargainning Commitee did make an error with amount of time for employees to be called back to work while on a LOA. The timeline is 14 days not 72 hours. Apologies for oversight.
*CEWS-As previously mentioned from the Bargainning Commitee Bulletin some Airport Locations will carry a surplus of members in a temporary capacity on the CEWS Program. This will not affect "active" employees as of 07 June/20. Those affected will be notified via Company email. To date we do not have a specific amount as the Company has not disclosed the details however we do know that YYZARPT will carry a surplus to assist the operation as it increases. These members will be advised via Company email. We anticipate this will be communicated shortly. The Union did approach the Company to request a process of Volunteers based on Seniority.This request was rejected by the Company. This is not in Violation of the Collective Agreement.

* UNITED -The airline industry is at an unprecedented operational low and we as workers on the front line are here to rebuild our workplace. The goal is to increase passenger volume to ultimately bring our workforce back to its original profits and reinstating employment to our colleagues. This may involve the Company requiring our skills in various areas within our Job Scope. We will continue to monitor and communicate with Management to ensure that fair distribution of work is adhered to. Masks/Gloves are provided at the Radio Room and Face Sheilds are available at the Manager of Operations Office located behind Aisle 1. Masks are mandatory while in the Terminal. You may choose to provide your own Mask as an option. Washing hands regularly and using hand sanitizer is recommended.
*SHIFT BID-There will be a S20 Shift Bid taking place within the upcoming weeks. We are not aware of specific dates however we will continue to keep you posted.
AC FAMILY-Our Unionized members will be relocated , laid off, and will take part in LOAs effective 07 June/20. This is all in a Temporary capacity. We advise members relocated to the YTO Call Center interested to return to YYZARPT to request a Transfer via HR CNX- E Transfer. This will be open to request next week. We wish our recent Retired members the best for the next chapter in life and know you have taught us well. We will make you Proud.

I wanted to Update you on some current topics:
615- With the high percentage of members currently on Relief I encourage everyone to submit a 615 request. 615 request is actioned when a operational bid line is vacated due to several reasons. The most common is Retirement or Transfer to another Base or location. Forms are available in both the Bunker or Union Office. We are happy to assist you.
If you have been awarded a 615 line and you want to request yet another vacant line the Company will keep your original request on file. With the implementation of the next bid the process will be to resubmit another request as per the new Collective Agreement 615 language.
Relief Schedules-It came to our attention that there was numerous errors with the assignment of the October Relief schedules from the Company. They identified that there was a computer anomaly that had taken place. I was in constant communication during the process to make sure that the Collective Agreement was adhered to. There was many changes to the schedules to confirm that the Seniority and Preference Forms were respected. I understand that many of you were affected by this unfortunate circumstance and am confident that November and onward will be a smoother process.
Shift Bid- To date we still do not have a confirmed Winter Shift Bid Date however there is Tentative Talk of a Shift Bid by end of Nov/20. I will continue to update you.
TRIAL- We now have a confirmed date for the implementation of wristbands by Catsa to alleviate the constant Temperature taking for those assigned in and out of Security. Your Temperature will be taken once per day with a wrist band administered.
Effective: September 30/2020.
LUNCHROOMS- It was oberserved that the Lunch rooms were becoming overcrowded and Social Distancing could not be adhered to. It is imperative that we Social Distance at all possible times and adhere to all PPE Guidelines during this time. Removal of some of the chairs due to Health and Safety Guidelines has taken place. I am encouraging at all possible times to use the 4 lunch rooms provided in the Gate Area as well as the Cafeteria located on the ground floor. I know this not an ideal solution however we are not in an ideal situation. I am open and receptive to suggestions. Our Health and Safety must be the priority always.
PPE- Please wear Masks at all times while on duty and Social Distance.
We must be aware that we are exposed at all times while on duty. This includes the public and also fellow colleagues. Punch clock areas, Lunchrooms, Locker Rooms and restricted employees areas.
